A four-step approach combining internal and external data:

• Conduct a volume analysis to assess available workforce capability based on the industrial policy.
• Perform a skills analysis to evaluate the adequacy of expertise and competencies.
• Identify internal and external challenges related to workload and skills.
• Research, validate, and implement solutions.
